"Dear fellow UAE nationalsIf we, by God's grace and the determination of our people, have succeeded in establishing an internal solid structure, we have also been keen to set up a strong foundation for the construction of our country and the enhancement of its role on regional, Arab and international levels. "In the Arabian Gulf, the UAE was very keen to be the advocate of an organizational formula whose aim is to reinforce cooperation and co-ordination between the countries in the region. So, Abu Dhabi, capital of the UAE, hosted the first GCC Conference, which was concluded by the establishment of the Arabian Gulf Countries Cooperation Council (AGCC). The council proved later to be the best effective and practical cooperation and co-ordination formula on the regional level.
The State has done its best to lay down solid and strong foundations to consolidate security and stability in the region. Those efforts were evident during the two crises of the last two decades. The role of our State was clearly expressed in trying to contain the dispute by creating consensus between brothers and neighbors. Based on self-restraint and rationalism, we called upon the Islamic Republic of Iran to try to find a peaceful solution for the issue of the UAE's three islands (Greater Tunb, Lesser Tunb & Abu Musa). Within this context we have taken many initiatives to put an end to this occupation in accordance with the principles of Islamic brotherhood, neighborliness, mutual interest, historic relations and within the principles of International Law.
In this respect, we repeatedly called upon the Islamic Republic of Iran to respond to our true and continuous initiatives and once again we invited them to resort to constructive dialogue and agree to refer the case to the International Court of Justice. In this we are fully supported by our brothers within the GCC Council, Arab League and many friendly countries, as the continuous occupation of these islands by Iran will not help in providing an appropriate atmosphere for establishing relations based on reciprocal trust between countries of the region.
H.H. Sheikh Zayed Bin Sultan Al Nahyan has an open mind, which is influenced by the preservation of the country's power and dignity. He is against isolationism, and for this reason he longed for fruitful cooperation beyond national borders. "Nevertheless, we discovered that we were not alone in the sphere of foreign affairs and certainly we never lived alone. Our first option was to join the echelons of Islam and the Arab World." "I have given top priority to establishing good relations with Sheikh Rashid, Ruler of Dubai and his right hand and advisor Mahdi Al Tajer". "No man can live in seclusion. He definitely needs his family and relatives, and he is equally in need of cooperation and friendship with people in other areas, whether far away or close-by". Zayed, Man of Peace H.H. Sheikh Zayed Bin Sultan Al Nahyan is a real man of peace. He shuns from aggression and will not accept it against his country. He has never begun a war, because he knows very well that the outcome of war is unpredictable. "No doubt, you are well aware of the internal situation and external development and everyone knows that ever since it was established the UAE has never been in enmity with anyone." War, in his opinion, is against development and growth. He, who cares for more progress and prosperity, has to respect a nation's right in choosing their political, economic and social systems". On many occasions, His Highness emphasized cooperation between brotherly countries as a top priority, and with the entire world as a second priority, in order to achieve solidarity and cooperation and consequently development and progress. "Cooperation between the Gulf countries is a strong support for the Arab Nations at large and for the Arab League in particular. It is a support and strength for this nation. It also consolidates and strengthens ties with friends. The Arab countries have to build themselves and emulate the Gulf countries in their cooperation and solidarity, whether in the Middle East or in the West. His Highness's call for peace is not because of fear or cowardice; it is due to a deep awareness of the impact of war and the massive destruction it causes to all features of civilization and progress. But when the zero hour comes and war becomes inevitable, victory will be achieved and enemies will be defeated by his strong belief in God and his strong faith in his people. He confirmed this theory when he was speaking about the October war in 1973: "War brings peace, peace depends on justice and equity. Hence this war resulted in many gains for the crucial and top priority cause of the Arabs. These gains include:
First: Arab unity and solidarity. The war revealed the extent of unity between Arab nations and the solidarity between their leaders. This is a very great gain that cannot be ignored. Second: After the great results achieved by the Egyptian Army on the Canal front and the Syrian Army achievements on the Golan Heights, Arabs benefited a lot from the military point of view. This war has helped to make the Arabs gain the language of modern war and the use of the advanced military machinery with efficiency and effectiveness. Third: Arabs defeated their Zionist enemy and disclosed to the whole world the Israeli deceit and arrogance. Fourth: The Arab Cause gained new supporters and the entire world stood by our side in support of right, justice and humanity. Fifth: Oil proved to be a very crucial and decisive weapon and more powerful than all modern arms and weaponry." ( Sheikh Zayed's strategy has materialized in many aspects of foreign policy: 1.Continuous good efforts in favor of the country and the Nation. Mrs. Khalida Ziaul Rahman, Prime Minister of Bangladesh says: "We praise the prudent policy of H.H. Sheikh Zayed Bin Sultan Al Nahyan and his good efforts in favor of the Islamic nations." 2.Consolidation of the friendship between countries throughout the world. H.H. Sheikh Zayed Bin Sultan Al Nahyan at the end of his visit to Japan, was visited by H.M. Emperor of Japan (Akihito) at the Guests Palace on May 16,1990 who said: "We again express our happiness to meet you in Tokyo and would like to assure you that your visit will strengthen the existing friendship for the benefit of our countries. 3.Preference of Dialogue over violence and force. H.E. Edward Walker, USA Ambassador during the ceremony of the presentation of his credentials to H.H. Sheikh Zayed on November 16, 1990, said:" Your Highness has always been a supporter of dialogue and self-restraint when others were so hasty to resort to force and violence in settling their disputes. The role Your Highness plays in assisting with the solution of regional conflicts is very well known to my Administration." 4.Reliance on Arab solidarity in facing dangers. H.E. Farook Al Sharaa, the Syrian Minister of Foreign Affairs was quoted as saying to UAE News Agency during his visit to the UAE on April 24, 1989: "H.H. Sheikh Zayed Bin Sultan Al Nahyan reaffirmed his deep concern over Arab solidarity and unity in facing all crucial challenges. I felt in his speech the deep concern with the consolidation of joint work and unified stances between the Arab brothers in political, economic and national spheres." 5.Wisdom in Handling Issues. Mr. David Steal, former Head of the British Liberal Party said on July 17, 1989: "H.H. Sheikh Zayed, President of the United Arab Emirates enjoys the worldly wisdom of an unprecedented international politician, a balanced, advanced and realistic vision with respect to various international issues. The qualities of His Highness are of an international broadminded politician." 6.Firmness in Crucial Issues (Such as Arab-Israeli Conflict) Mr. Denis Walters, one of the prominent members in the British Conservative Party said on July 17, 1989:"Britain understands the strong feelings of H.H. Sheikh Zayed Bin Sultan Al Nahyan, President of the United Arab Emirates, towards the Arab-Israeli conflict, and the injustice and sufferings to which Palestinians have been subjected." The United Arab Emirates supported the international efforts for the assistance of the Somali People to get over their distress. In 1992, the UAE's permanent envoy conveyed to the United Nations the UAE's decision to join the international humanitarian relief operations in Somalia by sending an army battalion, in accordance with the UN Security Council Resolution No. 794. The United Arab Emirates supported all the UN efforts specially the UN Security Council in solving international and regional problems and conflicts. The United Arab Emirates stood firmly in support of the people of Bosnia and Herzegovina against the savage and atrocious aggression and the policy of ethnic cleansing primarily followed by the Serbs and Croatian forces. The UAE offered a large amount of aid to the Muslims in Bosnia and Herzegovina who were victimized by aggression, and urged the international community to take serious and active steps to stop this aggression and atrocity against innocent people. H.H. Sheikh Zayed in his opening address to the National Federal Council, said: "With great regret and sadness we witness the deterioration of the situation in Bosnia and Herzegovina as the consequence of the continuous aggression by the Serb troops and their atrocious ethnic genocide, terrorism, expulsion and rape and would call upon the international community to take immediate and decisive actions to put an end to these massacres." 7.Sense of Responsibility General Michel Aoun, former Commander of the Lebanese Army, said on April 13, 1989: "Zayed's call stems from an Arab brotherly feeling for the gravity of the situation in Lebanon and the emergency to tackle it within the framework of joint Arab responsibility in order to maintain the unity of Lebanon and the interests of its people." 8.His understanding of the Historical Concept of Arab Unity Mr. Bassam Abu Sharif, Advisor of the Palestinian Leader Yasser Arafat, was quoted as saying on January 20, 1989: "The core quality that distinguishes H.H. Sheikh Zayed, President of the UAE, is his comprehension of historical concepts and the importance of unity in facing all the dangers and threats to which the Arab Nation is exposed." 9.His Awareness of the World Political Reality and Diplomacy Dr. Hamed Rabie, Professor of Political Theory at Cairo University, said on the occasion of the Twenty Third Anniversary of the Accession Day on August 6, 1989: "The external policy adopted by H.H. Sheikh Zayed Bin Sultan Al Nahyan for his country reflects the political leader's awareness of the State's role and its significance in the region. The UAE, throughout the past decade, adopted open door diplomacy with all the regional powers. Hence, the UAE managed to skillfully play the role of a mediator which was acceptable to all parties of any dispute in the region." 10.His Call for Justice In his address at the gala dinner held in the honor of H.H. Sheikh Zayed Bin Sultan Al Nahyan, President of United Arab Emirates, in September 1991, President François Mitterrand said: "We know, Your Highness, that you want to see justice supersede force, and legitimacy has supremacy over fait accompli." 11.The establishment of the Gulf Cooperation Council was inevitable for the sake of Unity. Sheikh Zayed says: "We consider that the establishment of the Gulf Cooperation Council is essential for the member countries. It is not an axis or a bloc against anyone. It is indeed a substantial step to consolidate cooperation and solidarity between the countries in the region to face up to dangers and threats, unify their stance, secure their common interests and realize their national ambitions in order to assist in the support and reinforcement of stability and progress for the people of the region." In order to be acquainted with the work, role and goals of this council and the effective role played by H.H. Sheikh Zayed Bin Sultan Al Nahyan, President of the United Arab Emirates, we state here verbatim the final communiqué of the 19th Summit Conference of GCC leaders in October 1998. ZAYED: SIGN OF PROSPERITY FORTHE NATION: The 19th Summit Conference of the GCC Countries concluded its sessions in Abu Dhabi last week (July 10, 1998) by issuing the final communiqué, which included resolutions, related to the major issues discussed by the leaders. The Supreme Council of the GCC held the final session of the 19th round in Abu Dhabi Inter-Continental Hotel on Wednesday afternoon, October 7, 1998, under the Chairmanship of H.H. Sheikh Zayed Bin Sultan Al Nahyan - Chairman of the present round of the GCC Supreme Council. The session was attended by Sheikh Eissa Bin Salman Al Khalifa, Prince of Bahrain; Prince Abdulla Bin Abdul Aziz, Crown Prince, Senior Deputy Prime Minister, Chief of the Royal Guards in Saudi Arabia; Sultan Qaboos Bin Saeed of the Sultanate of Oman; Sheikh Hamad Bin Khalifa Al Thani, Prince of Qatar; and Sheikh Jaber Al Ahmed Al Sabah of Kuwait. The Session was also attended by H.E. Sheikh Jamil Al Hejailan, Secretary General of the GCC Council, and members of the official delegations accompanying GCC leaders, the Sheikhs, Ministers, Members of the Consultative Authority of the GCC, top ranking officials and Heads of the diplomatic missions to the UAE. His Highness, President of the United Arab Emirates gave the closing address, confirming his heartfelt welcome to his brother leaders of the GCC countries, as follows:In the name of Allah, the Compassionate, the Merciful "Dear Brothers, Your Majesties and Highnesses, once again you are welcomed in the closing session of your blessed council which by God's grace shall be a good omen for Arab and Islamic nations. By God's wish our next meeting to be held in the Kingdom of Saudi Arabia will help in achieving all the aspirations and ambitions of our Arab and Islamic nations and may God's peace and blessing be upon you". FINAL COMMUNIQUE
Then the Secretary General of the GCC Council read the following final communiqué: "In response to a generous invitation by H.H. Sheikh Zayed Bin Sultan Al Nahyan, President of the United Arab Emirates, the Supreme Council of the GCC held its 19th round in the United Arab Emirates between the eighteenth and twentieth of Shaaban, 1419 A.H., that is, the seventh and ninth of December, under the Chairmanship of H.H. Sheikh Zayed Bin Sultan Al Nahyan, in the presence of Sheikh Eissa Bin Salman Al Khalifa, Prince of Bahrain; Prince Abdulla Bin Abdul Aziz Al Saud, Crown Prince, Deputy Prime Minister, Chief of the Royal Guard in the Kingdom of Saudi Arabia, Sultan Qaboos Bin Saeed of the Sultanate of Oman; Sheikh Hamad Bin Khalifa Al Thani, Prince of Qatar; and Sheikh Jaber Al Ahmed Al Sabah Prince of Kuwait. The meeting was also attended by Sheikh Jamil Ibrahim Al Hejailan, the Secretary-General of the GCC Council. The Supreme Council reviewed the development process of mutual cooperation in security, military, economic, social and media fields since the eighteenth round. The Council studied and discussed the reports and recommendations put forward by the Council of Ministers, confirming the GCC determination to proceed in reinforcing and pushing the GCC Council towards broader horizons, so as to realize more achievements and to meet the aspirations and ambitions of the GCC citizens to see security, stability and development prevailing in the region. The Supreme Council conducted a thorough evaluation of the political and security situation on both the regional and international levels. The Supreme Council highly appreciated the presence of H.E. Nelson Mandela, President of the Republic of South Africa at the opening session. His valued speech, his meetings with the GCC leaders during the present round in Abu Dhabi, and his role in strengthening the distinguished relations between the GCC countries and the Republic of South Africa, were all praised. The Council expressed its heartfelt thanks to President Mandela's appreciation of the GCC Council, and its regional and international role, and wished him every success and happiness in the future. Similarly, the Supreme Council highly appreciated the speech given by H.E. Jacques Chirac, President of the Republic of France at the opening session in which he applauded French-GCC relations. The Supreme Council was also highly impressed by the participation of Mr. Kofi Annan, Secretary-General of the United Nations in the opening session and appreciated his speech and meetings with the GCC leaders. The Supreme Council reconfirmed the GCC support for the United Nations activities and appreciated the UN's leading role in international relations, which serves the issues of international peace, security and the economic, social and human development of the whole world. The Supreme Council expressed pride at the Secretary-General's appreciation and respect for the GCC Council and its importance in consolidating security, stability and development in the region. The Supreme Council appreciated the presence of Dr. Ismat Abdul Majeed, Secretary-General of Arab League, Dr. Ezzedine Al Iraqi, Secretary-General of the Islamic Conference Organization, in the opening session of the 19th round of the GCC Supreme Council, and their invaluable meetings and consultation with the GCC leaders. Meeting for Consultation Mutual Cooperation process: The Supreme Council decided to hold a fraternal meeting for consultation for their Majesties and Highnesses, and GCC Leaders between summits. The Secretary-General stated that the Meeting is to be held in April/May of each year. Military Affairs: The Supreme Council approved the resolutions put up by GCC Ministers of Defense, adopted in their 17th session held in Riyadh, in relation to the development of Jazeerah Shield Forces and the follow up with the execution of the telecommunications network. Abu Dhabi Declaration Document The GCC leaders in their 19th round in Abu Dhabi issued the "Abu Dhabi Declaration" document. Excerpts of this declaration include: "By the guidance of our True Religion and exalted Sharia and in accordance with the objectives and goals of the Arab League Charter, the statute of the GCC Council and out of our belief in Arab unity and in the fact that a better future for the Arab Nation rests on adherence to the goals and principles set forth by the Arab League, Islamic Conference Organization and the United Nations Charters and resolutions in order to avoid all the adversaries of the past which led to a state of disarray and disunity; and In realization of the fact that the protection of Arab resources, the preservation of the significant interests of the Arab Nation and facing the future challenges cannot be achieved without an effective Arab solidarity based on Arab principles and Islamic creed; and out of our conviction in the strong association between the local and national interests of the Arab Nations and the objective connection between the local security and the national security of the Arab World; and In affirmation of the principles and rules of the joint Arab work which is based on loyalty, good intention and adherence to legitimacy, sovereignty, mutual respect, non-intervention in internal matters, non-resort to force and threat and adoption of peaceful means in settling the disputes and the consolidation of mutual and reciprocal dependency between Arab States; and By learning the lessons extracted from the nature of the political and economic changes on the international level and the changes of the international relations; andIn realization of the necessity to upgrade the joint Arab function in order to face the challenge resulting from the impact of international changes in the Arab World along with the elimination of the adversaries of the past;the GCC Supreme Council studied and discussed in its 19th round held in Abu Dhabi, UAE the present situation of the Arab World with high a sense of responsibility and a profound concern for realizing a better future for the Arab nation, is determined to: First: Consolidate the Arab relations in accordance with the Arab, Islamic and international principles, rules and covenants to enable our nation to re-structure Arab solidarity. Second: Exert continuous efforts to re-build Arab relations on solid foundation of security, assurance and trust. Third: Rebuild efficient Arab solidarity by adherence to the principles and rules of the joint Arab work. Fourth: Develop the joint Arab work aiming at the realization of the ambition of the Arab Countries with respect to development, construction, security and stability. Also to prepare the Arab World to face the realities of international, political and economic changes and secure the chief elements necessary for upgrading the material, mental and spiritual standards of the Arab People. The Occupied Islands The issue of the three occupied UAE islands and the relationship with Iran was considered. The Supreme Council reviewed the latest developments in the occupation of the UAE's Greater Tunb, Lesser Tunb and Abu Musa islands by Iran, and noticed the unacceptable claims of Iran over the three islands and the Iranian measures to make this occupation a fait accompli. The Supreme Council once again urged the Iranian Government to respond to the serious and sincere calls by the UAE, GCC, countries of the Damascus Declaration, the Arab League and by other international and regional organizations and authorities, to reach a peaceful settlement of this dispute, and at the same time to give more credibility to the positive trends of President Mohamed Khatami's Government which is deemed necessary for the construction of mutual trust, the development of cooperation, and preservation of security and stability in the region. Relationships with Iran The Supreme Council conducted a thorough evaluation and assessment of the relationships between the GCC countries and Iran and of the outcome of the bilateral contacts since the last summit, in the light of the GCC stances, which are based on the belief in the importance of establishing good relations with the Islamic Republic of Iran. Such relations should be based on the principles and rules of good neighborliness, mutual respect, observance of mutual interests, non-intervention in internal affairs, rejection of use of force and threat, and peaceful settlement of all disputes. The Supreme Council expressed its conviction that trust should be nurtured by taking practical steps to solve the problems existing between the two parties in accordance with international rules and customs prescribed for the settlement of disputes by peaceful means, particularly the continuous occupation of the three UAE islands by Iran. In this respect, the Supreme Council welcomed the UN Secretary-General Kofi Annan's efforts to arrive at some sort of framework for negotiations between the UAE and Iran, in order to solve the present dispute over the three islands. The Supreme Council called upon the Secretary-General to continue with his efforts and offer patronage to the negotiations. The Supreme Council also called upon the Iranian Government to respond positively to the Secretary-General's serious efforts directed at achieving security and stability in the region. THE PEACE PROCESS The Supreme Council studied the latest developments of the peace process in the Middle East and expressed satisfaction with the "Wye Plantation" Agreement ratified on October 23, 1998 between the Palestinian and Israeli parties. This agreement represents a remarkable step in the way to realizing all agreements made between the concerned parties, in a manner that will preserve Arabs' full rights and consolidate security, stability and peace in the interest of all people living in the region. The Supreme Council also expressed its appreciation for President Clinton's great efforts in bringing the Palestinians and Israelis together. In this context the Supreme Council called upon the Israeli Government to commit itself to carry this Agreement to its conclusion in a strict and honest manner and without any delay or procrastination. The Supreme Council confirmed that the long awaited peace would not be achieved without bestowing legitimate Arab rights upon those who are entitled to them, complying with resolutions of international legitimacy, the fundamentals of the Madrid Conference and the principle of "Land for Peace" according to the Security Council Resolutions nos. 242, 338 and 426. The Supreme Council also reiterated that the comprehensive permanent and just peace would not be achieved except after the Palestinian people obtain their legitimate national rights, including the establishment of their own independent state, with Jerusalem as its capital. This would also involve the Israeli withdrawal from all occupied Arab lands including the Golan Heights and a return to the borders as on June 4, 1967, as well as from south of Lebanon and Western Bekaa in accordance with the UN Resolution nos. 425 and 426, without any condition or restriction and that the UN should oversee this process. The Supreme Council categorically rejected and condemned the settlement policy adopted by "Israel" in the Arab occupied lands and the Israeli Government's decision to expand the geographical borders of the holy city of Jerusalem and to change the demographic composition of the city, regarding this as a violation of the provisions of International Law and the UN Resolutions. The Council reaffirmed its adherence to the UN Resolutions providing for the rejection and non-recognition of any situation resulting from the Israeli settlement activities in the occupied lands and demanded a stop such activities as well as any practices that may adversely affect the negotiations of the final status with the Palestinian side. While the Supreme Council appreciated the efforts by the US Administration, Federal Republic of Russia, European Union and its member countries for their support in bringing the peace process back on track, it urged these countries to intensify their active role by making Israel abide by its covenants, perform its obligations and continue the peace negotiations on the Syrian track where they had stopped, as well as the Lebanese track so as to achieve peace, security and stability for all the people in the region. WEAPONS OF MASS DESTRUCTION The Supreme Council reiterated its call upon the international community to remove all weapons of mass destruction, including nuclear weapons from the Middle East and the Gulf Region. The Council once again confirmed that "Israel" must join the Nuclear Arms Non-Proliferation Treaty and that all its nuclear installations should be subjected to the international inspection system of the International Atomic Energy Agency. VIOLENCE AND TERRORISM The Supreme Council renewed its utter rejection and condemnation of all aspects of extremism, violence and terrorist acts of all types and irrespective of their sources, motives and grounds as such acts pose great dangers and threaten the security, safety and stability of all people. The Council confirmed the GCC countries determination to steadfastly face this phenomenon by intensifying contacts, security co-ordination and cooperation, urging at the same time all countries, specially those countries who have friendly relations and mutual interests with the GCC, not to pay homage to any terrorist elements or groups or grant them political asylum and not to enable these groups to exploit the land and laws of these countries in carrying out terrorist and sabotage acts and intimidate innocent people. The Supreme Council repeated its call to ratify an international agreement to fight terrorism, confirming its belief that the only and ideal way to fight terrorism is to agree on joint action within the UN framework; this would enable all countries to eliminate this dangerous phenomenon and its attendant human and material losses. In this respect, the Supreme Council referred to the ratification of the Arab Agreement on the fighting of terrorism within the framework of the Arab League in April 1998. A PLEDGE AND FRANKNESS At the end of the session, H.H. Sheikh Zayed Bin Sultan Al Nahyan promised his brothers, the GCC leaders, to stand openly, loyally and honestly by them in all situations and on all occasions. His Highness said: "I will not get in your way or the way of our Arab brothers in any thing agreed upon by the majority whether in the GCC Council or among our Arab brothers." His Highness, President of the State, said: "Dear brothers, I would like to thank you all for attending this meeting and for your speeches and I would also like to praise our cooperation and solidarity. We would demand to have cooperation and solidarity with our Arab nation in its entirety. Such cooperation and solidarity would be useful and fruitful for the whole Arab World. I would request that we all be frank with each other and we expect your forgiveness in case you are dissatisfied with any of our acts or sayings. Frankness is necessary. He who is interested in true cooperation and solidarity with his brothers will definitely appreciate frankness and I am sure that you all agree with me. I promise to stand by your side with frankness and loyalty on all occasions. I will respect your wish and will in all situations, promise you not to get in your way or the way of our Arab brothers at any time, and I will always respect the majority decision at all times and in all situations. I hope you will forgive us if you find something wrong in what I just said and I promise you that I will fulfill my commitment.Peace be with you." Then His Highness declared the conference concluded. HIS WISDOM AND FORESIGHT The former Austrian Chancellor Mr. Bruno Kreisky mentioned in his memoirs: "I'm very impressed by this man; I have liked him very much. He is very wise and has great foresight. Often men like him have other good qualities. They are kind-hearted, chivalrous and noble. I have found all the good qualities I had in mind in this man. In addition to that I have found out that the United Arab Emirates is not a closed country; but it is open to all modern thoughts."
On March 8, 1990, an opinion poll was conducted and one hundred thousand Arab citizens participated. H.H. Sheikh Zayed Bin Sultan Nahyan was selected among the top ten Arab and International figures that played an outstanding role in the field of political and social development. H.H. Sheikh Zayed gained the support of Arab public opinion because of his drive for unity in the UAE, and his efforts in maintaining an atmosphere of unity, making of the UAE a notable Arab model which other countries could emulate. We can add frankness to the reasons that made him the most loved leader to the UAE and among Arab peoples. Frankness is a quality that is rarely found among world leaders. He does not reserve or soften judgment. He always stands by the rightful person irrespective of circumstances. He tells us, "Be careful of the hypocrite because if he praises you in your presence using qualities you don't have; he will equally speak behind your back using bad qualities which you don't have."
H.H. Sheikh Zayed's foreign policy is based on mutual respect between nations and governments. In his opening address to the new session of the National Federal Council in the ordinary meeting of the 11th legislative quarter, he said: "In the past period our foreign policy has made distinct achievements in all relevant spheres and our initiatives have always gained all respect and have been characterized by efficacy and positivism, thanks to our adoption of a policy aimed at co-operative, peaceful and harmonious relations with all countries that respect our rights, will, sovereignty, and our concern with contributing effectively to the protection of Gulf security, national security of the Arab nation, and the preservation of the strategic and vital interests of the nation and to increase cooperation and solidarity between its people." When demonstrating his strategy in strengthening relations with the GCC countries His Highness Sheikh Zayed says: "The United Arab Emirates is very much concerned with the security, stability and prosperity of the Gulf region and has always affirmed its continuous call for enhancing the impetus of cooperation in pursuit of broader horizons to face all the challenges and overcome all the obstacles, and strongly contribute to the achievement of security, stability and prosperity of all. The United Arab Emirates has adopted justice and constructive dialogue in tackling differences of opinion and in settling disputes, avoiding force and violence or threats, and using them to realize gains or to impose certain regional changes."
He hates terrorism and has called upon all to reject it, because violence has nothing to do with Islam; the two are antithetic in fact, and he has called on the Arab nation and the international community to reject and shun terrorism."His Highness says: "The most dangerous thing about terrorism is that it uses religion as a cover while Islam and Muslims are innocent of this crime. Those who engage in terrorism are a group of few sinners who blaspheme against religion, countries, nations and themselves."
On each occasion H.H. Sheikh Zayed Bin Sultan Al Nahyan, President of the UAE, calls upon the major powers not to underestimate the Arab and Islamic countries and not to impose any sanctions against any Arab or Islamic country for any wrongdoing (as happened with Libya and Iraq). They must leave the matter to the Arab and Islamic countries to advise the aggressor, the offending party and make it come back to its senses. Equally, His Highness advises the Arab and Islamic countries to support the aggrieved country to retrieve its rights. His Highness Sheikh Zayed said: "Sufficient time has passed by for us to forget the past; we must forgive Saddam and give him the chance to come back to his Arab family."
With regard to what is happening in both the Arab and the international spheres, His Highness urged the Security Council not to make decisions that affect the rights of the world community and those of the Arab and Islamic nations relying on the support of major powers alone; he referred to the fact that the Arab nation consists of twenty-two countries and that these countries should be consulted on any issue concerning any of them, aggressor and victim alike. H.H. Sheikh Zayed said: "He who makes sacrifices to help his brother cannot be a loser. The real loser is the one who does not make sacrifices and does not enlist the help of his brother."
About Iran's refusal to return the three islands (Greater Tunb, Lesser Tunb and Abu Musa) Sheikh Zayed said:"We will not negotiate with Iran for surrendering land belonging to the people and we will not accept any prejudice to our sovereignty." His Highness Sheikh Zayed expresses his opinion on the conflict between the two brotherly neighbors, Iraq and Kuwait. "Let us tell Saddam that you have made a mistake and acted covetously. But now we would welcome you as a sincere and responsible brother, unlike the way you were at the time of the invasion of Kuwait; we say so in the interest of your own country and that of the Arab nation."
His Highness Sheikh Zayed calls upon Iraq to fully cooperate with the UN when he says,: "We request you to continue cooperating with the UN with the aim of putting a quick end to the sufferings of the Iraqi people who live in tragic conditions as a result of the siege."
Out of his deep concern for the country's wealth, His Highness, in a written message to the Algerian President Lamine Zirwal, which was received by H.E. Yousuf Al Yousef; Algerian Minister of Energy and Mines, expressed his point of view with regard to the current crisis in the international oil markets resulting from the drop in oil prices. He confirmed the UAE's firm stance and its support for any collective effort that would help in preserving the interests of all oil producing and exporting countries. He said: "We wish to see all the brothers sit together. It is their duty. Dialogue and consultation between brothers is very important as this will help to clarify any doubts and the solution of the oil problem requires co-ordination and patience." In a statement by H.H. Sheikh Zayed Bin Sultan Al Nahyan about the Arab Summit Conference, he said that the negative response of the Arab leaders to the call for holding an Arab Summit Conference is a big loss for the future of our nation. He added: "Arab solidarity is the only way to attain to glory and dignity. Why cannot we make it a regular Arab meeting held twice a year?"
About the grave crisis between the U.S.A. and Iraq whose incidents have preoccupied the world and the international community, H.H Sheikh Zayed asserts that resorting to military action would take the entire region back to square one. No one will benefit from this and it will have a bad impact on the present and future relations between the East and West. It will undermine many achievements that came about because of mutual trust and cooperation over the past years."
"Iraq poses no threat to its neighbors and war will not put and end to the problems. America should be fair and just."
During a ceremony held for receiving the credentials of new ambassadors on March 29, 1998, the leader said: "Wealth and power could be a blessing or a disaster if not exploited for the interest, welfare and stability of the people". His Highness said: "Arabs should not allow foreign powers to interfere in their affairs".
His Highness defined his foreign policy by saying: "The foreign policy of the Federation aims at supporting the Arab and Islamic interests and issues, and at strengthening friendly ties and cooperation with all countries and nations on the basis of the UN Charter and internationally accepted ethics."
His Highness never forgets to express on each occasion his firm position with respect to the Palestinian cause. On May 6, 1998, he renewed his full support of the Palestinian people until they regain all their legitimate rights.
He absolutely opposes any hegemony by the superpowers over any Arab country. In this regard he said, when receiving a group of Muslim Scholars: "The superpowers have no right to have control over the issues of the Arab Nation or any of its members without prior consultation with Arab countries."
With his high sense of patriotism he is well versed in all the happenings in the Arab World and aware of what should be done by Arabs in order to form a firm nationalist stance, by virtue of which the Arabs can grow stronger to face the fierce attacks and the greed that have now become unimaginable. His Highness reaffirmed to the Qatari newspaper "Al Wattan" the necessity to encourage hesitant brotherly countries to change their minds; this points to open and frank dealing in order to ensure the participation of all Arab countries in the Summit."
H.H. Sheikh Zayed will not miss any occasion to announce his clear unionist stance and to confirm that unity is between the nations and not the rulers. "We are well known for unity. My belief in this concept is deep-rooted. We think that unity in this region should be established between the people and not the rulers, because nations outlive rulers.
We absolutely believe in the importance of unity between the countries in the region as a foundation for comprehensive Arab unity." His Highness admits that the federation could not have been realized without the joint efforts of the people and the rulers. BRILLIANT INTELLECT "The Federation was the dream of each individual in the Arabian Gulf region. Thanks to the joint efforts of my brothers, Rulers of Emirates, the United Arab Emirates State was established, making that dream come true."
Before comprehensive unity is achieved, the whole Arab World should be cleared of all enemies and that is the reason why His Highness holds the entire Arab nation responsible for the liberation of Palestine. "The responsibility for recovering usurped Palestinian land rests with the Arab Nation, which has all the capabilities and powers to achieve victory and peace." I am sure that H.H. Sheikh Zayed Bin Sultan Al Nahyan was born with the intellect of a leader, with a brilliant intellect whose hallmark is efficacy, and an ability to lead his people or rather the whole nation, and an innate sense of leadership. Since he is an enlightened leader who is supported by his own people, who enjoys the love of all Arabs and the world at large and who has been behind all these unprecedented modern achievements that have become an example to be followed and the subject matter of the talk of people far and near, he deserves the highest level of appreciation and respect.
Zayed's leadership is built on basic principles that radiate in many dimensions. However, in their totality, they form an integral whole reflected in his statements, actions and achievements. These basic elements can be summarized in the following way: 1. True historic vision. 2. Objective critical view of the movement of human, Arab and Islamic history. 3. Understanding of the nature of conflicts in the world, broadly and specifically. 4. The deeds of a man equipped with penetrating vision, a profound insight and a deep knowledge of life, in addition to significant experiences will definitely reflect his natural broad culture which has superseded the expertise of many people in the East and the West, and proved to be strong and effective in many crucial situations. He is a man who believes that responsibility is a trust and that he has to shoulder this trust (the country's leadership) with remarkable faith and self-sacrifice, sparing no wealth or precious asset because the trust outweighs both.He was determined to succeed with the help of God Almighty; and in pursuit of this he employed a free will, the kind of wisdom that is synonymous with a true consciousness and boundless giving. He shared with his brothers in other Emirates, the bright and dark sides of life, their pains and their expectations, with great tolerance, love, justice, cooperation and honesty. Then he proceeded in his persistent work to preserve the gains of the Federal State whose foundation he laid on December 2, 1971. Since then, development plans have been implemented and translated into great achievements, allowing the UAE to occupy its well deserved position among other advanced countries, with its glowing beauty and civilization. It was a qualitative and exceptional move in the twentieth century led by H.H. Sheikh Zayed Bin Sultan Al Nahyan, President of the UAE. His foreign policy was equally successful, because he was keen on consolidating close fraternal ties with the Arab states and building a bridge of friendship with all friendly countries, third world countries and the countries of the non-alignment group. His great and outstanding leadership emerged with comprehensive features, ideas, perspectives and experiences - a convincing leadership worthy of continuity and consistency. His Highness Sheikh Zayed realized the importance of the strategic and economic location of the United Arab Emirates. Thus, as soon as he became assured of the internal structuring, he turned his attention to foreign policy whose essential pillars constituted his principles, philosophy and course of action. These pillars are: 1. Commitment to the UN Charter. 2. Openness to the world. 3. Supporting the Arab nation in its attempts to win its causes and coordinating with Arab countries in order to work out a unified foreign policy. 4. Supporting of Arab economy. 5. The country's interest is an integral part of the interest of the whole Arab nation. 6. Establishing closer relationships with the GCC countries and the rest of the Arab World. 7. Preserving the Federation and welcoming any country in the region interested in joining this Federation. 8. Transcending disputes and attempting to resolve them by friendly, peaceful and wise means. 9. Upholding the national interest of the Arab nation and its legitimate longing for freedom and unity. 10. Supporting the Palestinian cause and the Palestinian people in matters pertaining to their legitimate rights. 11. Consolidating brotherly ties with the Islamic world in Asia and Africa. 12. Reinforcing world peace and promoting friendship and cooperation with all states and nations on the basis of`: a. Fruitful cooperation b. Relations of good neighborliness c. Mutual respect d. Observance of joint and legitimate interests e. Advocating the rights of nations to regain freedom and self- determination f. Supporting the right of nations to protect their borders and the safety and integrity of their territories g. Rejection of racial discrimination in any shape or formh. Rejection of injustice and oppression i. Promoting of Arab-African cooperation j. Supporting Muslim nations in Asia and Africa k. Contributing to the foundation of the Islamic Development Bank 13. Assistance to the developing countries. For instance, by increasing the capital of Abu Dhabi Economic Development Fund to 2 billion Dirhams. 14. Strengthening brotherly ties, developing fields of cooperation and exerting efforts to spread reassurance and security in the region. 15. Co-ordination to face international challenges and changes. Equipped with these firm values and principles, H.H. Sheikh Zayed proceeded to draw up his foreign policy and relations with the Gulf countries, with other Arab states and the world at large. He visited most of the Arab countries to promote fraternal relationships, cooperation and solidarity with them. Those visits acted as a vehicle to assert the Emirati personality under his leadership. The United Arab Emirates gained respect and appreciation for its active and effective role in supporting the causes of the Arab nation, and in strengthening relations of love and cooperation. The attention of rest of the world was drawn by the remarkable way the Federation came into its own with respect to diplomacy, responsibility towards the international community, as well as its position within it. All these are expressed by: "Unjust peace is fictitious and meaningless." A thorough study of Sheikh Zayed's policy leads to identifying many attributes, which he has always adhered to and insisted on. These are "Courage, wisdom, justice, awareness, induction, consistency and frank confrontation". The points I intend to focus on now relate to these attributes. Confrontation with Israel His Highness Sheikh Zayed is completely against Israeli obstinacy, and rejects and condemns its expansion at the expense of the Arab states. He has realized that what Israel is doing poses great danger to all Arab nations, and that its greed extends to threaten every single corner of the Arab World. What was going on in Lebanon is clear evidence of this, and the occupation of the Golan Heights is further evidence. So too is the confiscation of the Palestinian lands, houses and residential areas. All this has prompted him to take the lead in fighting "Israeli' oppression and to hold at bay "Israel' which is heading towards waging war against the Arabs. This war will never come to an end until usurped lands are recovered and oppression is lifted. His Highness wonders why the Arab nation does not have the heart to confront "Israel' and refers to the capability of the Arab nation to stand to the excessive measures taken by Israel and its robbing of the wealth of Arab world countries and its occupation of the Arab land in Palestine, Lebanon and Syria.His Highness, Sheikh Zayed, focuses on supporting Arab solidarity and their consensus on facing the same destiny and having one goal, in addition to their consensus on rejecting differences of opinion in order to force Israel to take into account Arab power and to reconsider its acts of oppression and usurping tendencies. This will not happen without reconciliation between Arab nations, solidarity in their ranks and Islamic cooperation. "If a state of complacency prevails among Arabs, it will extend itself to Islam and Muslims. The reverse is also true. If we the Arabs reconcile, the Arab nation will be unified with the nation of Islam, becoming a one, invincible nation."
His Highness's concentration on the Palestinian cause stems from his strong belief that this cause is the central cause for all Arabs in the modern age. That is why he calls upon Europe in general and America in particular to take initiatives to solve it in an effective way. Because failure to solve this problem will inexorably lead to instability in the region and to increasing wars and disasters, the collapse of cooperation fundamentals and of the pillars of security and stability. In order to avoid all the evils of what lies in wait, His Highness Sheikh Zayed called upon the entire world to take sides with what is right and just by supporting the legitimate rights of the Arab Palestinian people in establishing their own independent state on their national land.His Highness has taken a stance that is free from procrastination and in line with justice. The Arab leaders bear a big historical responsibility in facing aggression and the rest of the world headed by America bear a similarly big responsibility for what is happening. His Highness has called for consultation and dialogue in order to reach a formula of mutual understanding, when he said: "We hope to take in this conference positive steps which have been long awaited by our people who are full of hope and confidence. Such steps shall specify methods of dealings between the Arab nations based on national interest and mutual cooperation in all fields."
On many occasions, H.H. Sheikh Zayed Bin Sultan Al Nahyan announces that the full support extended by the UAE to the Palestinian people to enable them to regain their legitimate rights is without bounds. For him the main reason for the Arab differences and disunity is Israel, and the best solution of this problem is Arab solidarity in word and deed so as to stop the Israeli attack and its massacres in Lebanon which brand perpetrators with ignominy and shame. His Highness holds the West responsible for keeping Israel in control and says that the Security Council should put an end to this tragedy in Palestine and Lebanon. His Highness thinks that unity is the only and ideal way to solve all the Arab problems and to prepare them to face Israel and any other enemy who intends to harm the Arab nation. His Penetrating Vision His attitude towards the new developments and changes in the Gulf region is imbued with clear indications of the penetrative vision he employs correctly in tackling many issues. His Highness Sheikh Zayed has laid down the foundation for the policy of openness, love, friendship and respect. When he spoke about the Saudi-UAE relations he described the Kingdom of Saudi Arabia as a sister, a friend and a relative, as it were. It is connected to the UAE by Arabism, Islam and blood relations. He has always called for the rejection of differences and disputes and has urged others to treat cases of such differences the way misunderstandings between brothers are treated. On every occasion he calls for solidarity against enemies from outside the region; this kind of solidarity will prevail when tolerance spreads and we become self-dependent and devote the capabilities of the Arab world to achieving goals. In the GCC meetings and conferences, he persistently refers to the common economic interests between the GCC and Arab countries. His call is not limited to economic co-ordination but extends to include Gulf and Arab military co-ordination against the enemy. He keeps calling upon the Arabs to hold a conference out of their belief in one destiny in the present and the future. His call for Gulf unity embodies the dearest wish of the people in the region. In order to achieve this unity, brotherly ties between the Gulf and Arab states should be consolidated. "With pride I would like to refer to the "Borders ProtocolÓ which was signed between the UAE and the Kingdom of Saudi Arabia on Shaaban 3, 1394 A.H., corresponding to August 21, 1973, as a great achievement."
In order to translate His Highness's words into action, the United Arab Emirates signed a number of agreements with the GCC countries in the fields of economic, cultural and political cooperation, because His Highness Sheikh Zayed believes that Gulf unity is an historical fact which must be converted into tangible reality in this modern day via a clear and pragmatic vision. His Highness says: "What we need in the Gulf Region is coordination and cooperation in so far as our political, security, economic and intellectual needs and requirements are concerned; this will enable the region to create by means of this integrative measure a healthy and unified entity capable of giving birth to the security of the Gulf."
Zayed's has not been content with cooperation only; in fact, his vision encompasses security co-ordination, economic, educational and cultural exchanges as prerequisites for comprehensive unity. Joint efforts lead to this and help to bring about strength and power. Likewise, the common Gulf market represents an advanced step on the way towards one destiny. His Highness's belief in these concepts is one of those incontrovertible principles that he has always called for and pursued. Therefore, he always makes a connection between the solidarity of Arab and Islamic States and Gulf security, stability and economic prosperity. For this reason he has encouraged openness towards Gulf, Arab, and Islamic nations, as well as the entire world, within a framework of mutual respect which finds expression in the exchange of visits, bilateral meetings, cooperation and strengthening of friendly ties. Oil, and its role in development and unity, is ever on His Highness' mind. Thus, he has called for co-ordination between the GCC countries with regard to oil prices, and in the assessment of the role of oil in construction, development, and progress and in contributing to civilization. In spite of the significant role of oil in economic life, Sheikh Zayed has stressed the diversification of the sources of national income in the countries of the Gulf region and the Arabian Peninsula, the development of the agricultural sector and the importance of not relying totally on oil as a sole source of income. It happened more than once that the oil prices changed and dipped. Yet the United Arab Emirates was not affected and its economy remained strong. As the Gulf region is distinguished by its strategic significance, he has called for cooperation formulas between the GCC countries for the sake of sustained security, stability and prosperity whether in bilateral or collective forms, because stability in this area requires distancing from international conflicts outside the region. Based on the above, the UAE coordinated with the Arabian Gulf countries in particular, and Arab countries in general, to serve the benefits of the entire Arab nation. His Highness showed zeal for taking steps leading to unity in the Gulf and the Arabian Peninsula in order to pave the way for the grand Arab unity and in order to support the Arab cause, especially the liberation of the occupied Arab lands and the Holy City of Jerusalem. The outcome of the frequent meetings held by the Gulf leaders was very significant in ensuring and protecting the strength and wealth of the people in the region. His Highness Sheikh Zayed considers the GCC Council as part of Arab efforts to strengthen and consolidate Arab ties and enhance the efficiency of the Arab League. "The Gulf states do not want to distance themselves and isolate any of their brothers. Rather, the members of the Council strongly believe that cooperation between the Gulf states should provide support to all brothers in any spot throughout the Arab World."
His Highness has always rejected the policy of forming narrow-base alliances. He thinks that the Gulf states have one and the same concern. He never attaches any importance to clamor whose goal is intimidation or anything else, and believes in collective work for the benefit of the entire Arab nation "There is hope that Arab countries may perceive their interests and destiny and that Arab solidarity may be retrieved, because differences between real brothers never last long and may vanish one day when they face common challenges."
On the basis of his belief in the necessity of stability in the region, his attitude towards the war between Iran and Iraq was very clear, so too was his attitude towards the war between Iraq and Kuwait. He strongly opposed the continuing war between Iraq and Iran:"We support all efforts and endeavors to stop the war between Iran and Iraq and to put an end to its woes and heavy losses; not only those suffered by these two Moslem countries, but by all of us."
He also opposed the occupation of Kuwait and called for the settlement of the dispute between the two brothers (Kuwait and Iraq) by peaceful means. He also urged stopping the sufferings of the Iraqi people because war knows no winner. For him resources must be saved for confronting an enemy occupying Arab lands. Continuing Arab disputes and the state of divisiveness and fragmentation would be of no use. "Each ruler and each citizen in our Arab world, which is over-burdened with disputes, must spare no effort to settle Arab disputes and stop the process of wasting the assets of the Arab nation and maximize capabilities to face those dangers which threaten to engulf our nation."
His Highness called upon all to take sides with Kuwait and condemned the Iraqi occupation of Kuwait. He insisted on restraint and trying to solve the problem as soon as possible. His Highness warned that the consequences of Iraq's invasion of Kuwait would affect the whole area. He declared his absolute rejection of the division because this would mean neglecting the rights of the Arabs. The vision of H.H. Sheikh Zayed Bin Sultan Al Nahyan is limitless and cannot be described as momentary or as a reaction to a certain action. It is a profound vision that comes as the result of a strong belief in the importance of Arab solidarity, cooperation and unity as well as the solidarity of the Arab and Islamic world, so that Arabs and Muslims can occupy an international position synonymous with value and efficiency. "We all have the same destiny through thick and thin, and we will all be affected if something detrimental happens to one of us. This applies to the Islamic world too, whose interests are part of Arab interests."
On more than one occasion H.H. Sheikh Zayed, when addressing the Arab politicians said that:"History will not forgive leaders who choose disunity as a conduct and behavior". His Highness's belief in Arab unity that extends from the Gulf to the Atlantic Ocean, in deep historic and religious ties, and in the same destiny as regards the Arab nation made him a pioneer of unity, a hero in matters relating to the Federation and a brave leader who fears no one in his quest to please God. He never abandons what he believes to be the basic principles of his life. Nothing attests to this better than what he said when the President of Syria, Hafez Al Assad was visiting the UAE, at the time when and the people of Syria were under continuous aggression by Israel; H.H. Sheikh Zayed said:"All the Arabs are proud of the bravery the Syrian Armed Forces in deterring this aggression. As time passes by, the Syrian people prove their steadfastness on all fronts. As we are all proud of this heroic stance we welcome the Syrian leader and his honorable companions in their second home in the Gulf and pray to God that the Arabs be victorious on all fronts".
Balanced Policy Being a President of one of the most important oil producing countries in the world, His Highness Sheikh Zayed Bin Sultan Al Nahyan has adopted a very balanced policy via the agency of the Organization of Oil Producing and Exporting Countries (OPEC). This policy has as a base cooperation between producers and consumers in order to create an international market where stability prevails, because both parties will benefit eventually.
